I don’t remember what the title of the song is, but there is this guy that is lying on the street. People come up to him and ask him why, and he responds, and then they all end up lying down. What was he saying to these people?

yup, Just. A great song which, at one point, was a challenge between the two lead guitarists to see who could fit the most chords into the song.
The video’s by Jamie Thraves, who also did another great one, “Toes on the Floor” by Blind melon.

It’s like the old joke that rambles on for hours but never delivers a punchline.
Are you sure about the video? My recollection is that the man suddenly lies down, and passers-by gather in increasingly large numbers to find out why. The video is subtitles, so you do know what is being said.
The point is that the man won’t say why he’s lying down. Passers-by grow increasingly concerned, confused, irritated and agitated, but he won’t reveal why. Crowds gather.
At the climax of the song he finally relents and, grudgingly, agrees to reveal what has caused him to lie down. The tension at this point is incredible (well, on first viewing of the video, anyway).
And the whole point is…that you never know. The crucial moment is the end of the song. I vaguely recollect that there might be one final shot, when the song has gone quiet, where everyone is lying down, passers-by and all.
But…the reason is never explained. IIRC, the director later said that they never had a reason planned. It’s like the whole story of the briefcase’s contents in Pulp Fiction: a teaser without a solution.
