Raisins falling to bottom of Raisin Bran

I recent heard the CEO of a very large retailer say he had asked the Chairman of Kellogg’s why raisins don’t end up at he bottom of raisin bran a la peanuts and Crackerjack. He said the Kellogg’s chief never got back to him.

Is it as simple as more surface area on flakes to hold raisins in place? I would love to solve this for him.
