Don’t have any recommendations myself, but Yelp is perfect for this kind of thing. Here’s a search for car mechanics near West Hollywood. Usually anything with 4 or more stars is a good bet.
Go to iatn.net, find and click on Repair Shop Finder on the left and follow the instructions. When the list comes up, look for a sponsoring member (shop or individual). That will almost certainly get you honest and competent. As far as not-too-expensive, competence costs money to provide (experience, training, tools, information) and you generally get what you pay for.
