I didn’t start watching the show until about five months ago but since then I bet I’ve seen every ep and many more than once.
Last night it dawned on me that, despite the fact that her breasts are very prominent on the show, I don’t recall a single joke about them or even a reference specifically to them.
Am I correct about that? If so it’s clearly a conscious effort by the writers.
Just last night, one of the other nerd girls, not the blonde, made a direct reference to Penny’s great rack or something like that. It happens; just infrequently.
Amy: Homespun stories, knowledge of physics and a bosom that defies it. You’re the whole package, aren’t you?
After Penny is injured in a bathtub fall, and Sheldon is helping her dress:
Penny: ‘Is that my arm?’
Sheldon: ‘… Doesn’t feel like an arm.’
Penny: ‘Then maybe you should let it go…’
“I’m sorry, but in what universe is Wonder Woman blonde?”
“Relax, no one’s gonna be looking at her hair!”
According to Penny, Leonard calls them his two breast friends.

There are actually more references to Bernadette’s bosom than there are Penny’s.

Most of the comments about breasts seem to be made by Amy (Sheldon’s [del]girl[/del]friend), who is pretty obviously supposed to be a lesbian in denial.
I believe that since last fall, the strikeouts are not required. Sheldon and Amy are indeed boyfriend and girlfriend, and they have the relationship agreement to prove it. 
Amy: I’ll let you in on a little secret. Originally, we were painted nude. But I had him add clothes cause I thought it was an unnecessary challenge to our heterosexuality.
Penny: Yeah, good call.
Amy: But, if you ever change your mind, all it would take is some warm, soapy water and a couple of sponges.
Penny: You’re talking about the painting, right?
Amy: Sure.
