regional settings in Windows 98

I had trouble starting a a program today in Windows, and the online help told me:

I found that English is listed dozens of times, and some of the other languages have mulitple listings as well. If I reboot the problem can go away, but will likely return.

First of all, if anyone knows why English appears so many times, and/or how to prevent it, I would be very grateful.

But even if you don’t, I would very much like to know where the listing is for the languages in Regional Settings, so I can see exactly where the multiple instances occur. I tried the HKEY_CURRENT_USER\Control Panel\International key, but all it has there is a number, not multiple options for languages.

Any ideas?
