According to this Reddit thread, the band was Marina Swingers and was played on The Doctor Demento Show in 1984. I guess it’s unfindable now. (Though I have a cassette I recorded at the time that has it… but who knows where?)

Definitely not The Fall. The OP in the Reddit thread posted the beginning lyrics. (The ones I posted were from later in the song.) So it looks like it’s the Marina Swingers. It’s listed on their ‘Sunken Treasures’ compilation album.
