I wouldn’t be surprised if that one had multiple possible answers. I’ll say:

Rolling Stones. The first three cities are all mentioned in “Rip This Joint,” and Jackson is in “Country Honk.”

Yep! Norfolk, VA, is from a Chuck Berry tune he covered, and cheerleaders is from the classic “I’ll Kill You If You Don’t Come Back” (hi, Siege!):
