I object. Heard Island is an area critical to breeding seabirds of a variety of species including different species of albatross and burrowing petrels. These birds are of much greater value to us than Putin.

No, I mean they’re not going to take aircraft away from the strategic mission to bomb stuff, if they don’t have enough planes to fulfill the former mission. They may use the Tu-22 bombers to bomb stuff, but not at the expense of their strategic nuclear mission.
A US analogy might be that when we’ve used B-1 or B-52 bombers in the past to drop conventional bombs on places, we didn’t take them away from the squadrons/groups that were assigned to the strategic nuclear role.
