Saturday Night Live's depiction of Joe Biden and tripping over dates

SNL leans into a particular quirk of Joe Biden when they have an actor imitate him – specifically, as seen here, the-actor-as-Joe will tell a long story, likely that will end with him making an ill-advised statement about race, but he’ll open with “the year was 19[gibberish].” Jason Sudeikis as Joe does it here “the year was nineteen whoopsidaisy”, Woody Harrellson does it in another clip “the year was nineteen clickety-clack.”

I know that Biden has a history of long-winded stories and ill-advised statements on race, but where did the whole “the year was nineteen [gibberish]” thing begin?
