If his paperwork is in order he wouldn’t have a problem. My uncle is a bear hunting guide out in B.C. with a lot of American clients. He said it was more of a head ache for him trying to get his guns into the U.S. for hunting trips, than vice versa. In the end he just had a friend stateside buy a rifle for him and he keeps it at his house. Less of a hassle.
