In South Africa the murder rate per 100,000 inhabitants is 32.In the United States it is 4.8. In countries with very small black populations it is usually much lower.
I have not found reliable statistics of how the end of Apartheid effected the murder rate in South Africa. Nevertheless, those expecting great things from that end deserve to feel disappointed.

The overwhelming evidence is that genes matter in human affairs. The discovery of genes for intelligence, other talents, and behavior patterns will be more than additional evidence, it will be proof.

A confound is essentially a third variable that correlates with the two variables you’re interested in.
In the present case, the manifest relationship between race and intelligence or race and other social problems that NDD is going on about is confounded by poverty, especially in the United States. That raises the possibility that the relationship between the two variables is a spurious one.
When talking about race in the United States, it’s essentially impossible to have a representative sample in which African Americans are not overrepresented at the low end of the poverty variable.
So, when NDD has gotten to his last bastion of “Prove there’s no observed difference in [intelligence/academic performance/offending behavior] between African Americans and whites,” he’s omitting the fact that those observed differences do not account for the disproportionately impoverished nature of the African Americans in that data.
Of course, he knows this, and he’s been handed full and complete copies of the most up to date literature reviews on the topic, but he is, as we all painfully have learned, completely uninterested in the truth of the matter.

Environmental factors not only influence biological processes and development, but they may also act as an influence on genetic processes as well. For instance, impoverished environmental factors have been linked to elevated levels of DNA methylation (which may inhibit the expression of a gene) in the regulatory regions for glucocorticoid receptors in the hippocampus. The hippocampus is a critical area for memory, recall and learning.
So, your simplistic and repetitive nonsense doesn’t even remotely come close to appreciating the issues involved. That’s even before getting into your apparent ignorance on genetics and racial categories.

poverty does not explain the disparity between Blacks and Whites in secondary school performance. Take poverty out of the picture entirely by examining equally affluent Blacks and Whites living in the same communities and the disparity in academic performance remains.
In social science terms, the disparity is statistically robust. It is not an artifact of one or another way of analyzing the data. It leaps out of the data no matter how one approaches the analysis, and it seems about equally severe in every region of the nation, in every demographic mix, in urban, suburban, and rural schools, and in impoverished, median-income, and affluent communities alike.
