If I was still in the game, I would have no issue with a long-term 2 player alliance-they reaped the benefits from it and divided and conquered their opponents, more power to them. I would have a problem with them declaring victory while both are short of the required # of centers for a solo and are demanding that everyone else capitulate to them so they can share in a “2 way draw.” Talk is cheap, if you think you can win, just go out and do it-IMHO it is still possible for the other powers to get their crap together and stop them, but even this past turn I noticed some squabbling between them here and there (and the chronic civil disorders don’t help).
