I’d wager it’s an old background. But I’m just too young to recognize it.
It’s the picture background that AOL uses for its message board windows. It’s what decorated the windows around the old Straight Dope boards on AOL, where I lurked but never dared to post.
Do I win a prize for guessing right? 
Yes, it is the dreaded “pushpins” from the AOL board. AOL’s mucking with the message boards and the introduction of the pushpins was a much groused over occurance. Ultra-oldbies will probably remember the various references to them.
