I would note that in Japan–and I don’t mean just within geek circles, hands down Mine Fujiko from Lupin III is exactly equated to “what is sexy.” So that’s 50 or 60 million votes right there.
Personally, while I can say a particular drawing might be more or less sexy, no particular character strikes me as inherently so, so I can’t add any more than that.
The Miss Fairchild of Gen13 and Abbey Chase Danger Girl were pretty hot.

That’s interesting…my Japanese wife’s maden name was also Mine (Japanese have last names first). As lovely as she is, she never looked like that! Nor did any of her relatives.
