I thought “she’s dead, Jim” was said to King James I upon the death of Queen Elizabeth in 1603.
It’s a sanitized version of the immediately preceding (in the show) “Cobbler’s awls!”* = “Balls!” (as in “testicles”).
In British English, this is like saying “Bullshit!”
*Cockney rhyming slang. In CRS, you say only the word that doesn’t rhyme, in this case “Cobbler’s!” The second word is understood.
The payoff joke is, of course, that whoever read the memo next completely misinterpreted the comment, i.e., took “Round objects” to be a proper noun and a verb rather than an adjective and a common noun.

there is a scene in ‘the mask’ movie. setting is in the bar and he grasps his badge and goes on a tirade. coughing, feigning death. sure ‘she’s dead, jim’ was in there too, hence my association with a cowboy movie.

Dude, my parents hadn’t even met when the series ended, so don’t trot out that “some of us aren’t old farts” crap on me. That show was in fairly heavy syndication for nearly 30 years after it went off the air, it’s been satirized on everything from Futurama to SNL. Some things just reach a level of cultural saturation that it’s reasonable to absorb the broader strokes and catch-phrases without actually experiencing them firsthand.
I’ve only seen a handful of episodes of the original series, and I doubt I could tell you the plot of any of the ones I’ve actually seen. But even I can tell you that Tribbles are some kind of round furry thing that multiplies like crazy, that your evil twin from a parallel universe has a goatee, that Kirk slept with a green chick, that wearing a red shirt on an away mission marked you as cannon fodder, that Scotty “cannae go any faster, sir” because he was “a-gi’in’ all she’s got” and that dammit Jim, Bones was a doctor, not a ____.
