First thing I put on in the morning is the coffee pot. After that, it’s all random and irrelevant.

Pants.
This is in fact a good GQ post. Pants is the only correct answer (unless of course you are donning a dress, in which case Underpants would come first, if desired at all) because once donned, other morning tasks such as coffee brewing, cereal eating, shaving, etc. may be executed without tarnishing the shirt and without danger of having one’s genitals observed and possibly attacked by rats or other vermin. Furthermore, it is more difficult to forget that one is shirtless, and thereby not completely dressed, as others will be more likely to stare at a bare chest than at an exposed lower half (at which sight most folks completely avoid eye contact, social interaction, etc., giving the impression that you have wandered into NY City).
Lastly, shirts are, at all times, completely optional, whereas some covering of the nether bits is required for personal safety (see rats, above).
Shirt first, when I’m getting fully dressed, such as for work (I assume that’s your question). It then easily tucks into the pants as you don them.
Pants. Once you have pants on, you can deal with any subsequent event that could necessitate leaving your house in a hurry or engaging in unarmed combat. While it may technically be possible to do this with no pants on, I’d feel silly.
Donning the pants first allows you to answer a ringing telephone in full view of any exterior windows, while eating leftover pizza without getting it on your shirt.
Also, I have more shirts than I have pairs of pants. Given that not every shirt goes with every pant (thanks to all the ex-girlfriends for setting me straight on that one), putting on the pants first means I have less total items to compare when deciding what to wear, since a pant selection automatically disqualifies a significant number of shirts from the selection process.
Finally, we come to the pocket issue. Putting on the pants first gives you access to that storage space as soon as possible, preventing the awkward situation of having something inappropriate for a shirt pocket in your hand, and not having anywhere to put it.

Shirt, no doubt in my mind.
Of course I’m female and have a male roomie (who has his gf over all the time) so I’d put a shirt on first to be decorous around them. If the shirt is long enough I don’t bother with pants right away, if not they come on next.
I think you’d find though that the females would lean towards shirt first, the males towards pants first. I dunno but that’s my hypothesis.
Whatever gets tucked in (usually the shirt) gets put on first. If I’m wearing a shirt **outside **the pants, the pants are first.
I’m female, and I always put on a shirt (and underwear) first after my morning shower, then blow dry my hair and style it, put on make-up, etc… And then put on pants.
I think that answers to this might split up along gender lines… I could walk around without pants (as long as I’m wearing underwear) without freaking out a roommate. But I wouldn’t want to walk around topless. I don’t think most guys would be concerned about that.
Usually pants go on first. Unless I’m formal and I need to tuck in my shirt, then shirt goes on first.

For me:
Male, more shirts, shirt goes on first. Why the shirt goes on first, I don’t really know. I don’t generally tuck my shirt in, and I do often get toothpaste on my shirt, necessitating a change, but nonetheless, I sitll go with the shirt.

The longer I can go in the day without pants, the better! Pants are the first to go when I get home, too. Then it’s me, my shirt, and my boxer briefs. Ahhhhhh comfy!
Female, own more shirts than pants (because there is more variety there), but pants go on first, and than a shirt is matched, and then the fun part - shoes.

Female (as above) and I have more shirts than pants. It’s easier to just have a bunch of jeans, black pants, a few skirts and then just grab whichever top you want that goes with how you need or want to dress that day.
Usually shirt for me. Yes, I’m female.
