Than who? Than whites? Than this one guy? Melanin level is one of the (but not the only) physical marker that is used to divide people into the cultural/ethnic groupings known as race. Asking whether a group defined by dark skin has dark skin is a bit circular.
And of course it isn’t always true. Due to the fact that race is more cultural than biological, different people will be classified differently in different times and places.
Besides being wrong, you shouldn’t assume that everyone who posts here is American. MrDibble is not.
