So, the spill was in 1989. That’s the one you refer to? The USAid site goes back to 2001. That year and the following, US aid to Canada was in the tens of thousands, for narcotics programs. What happened in 2003 to up it to tens of millions for every year since then?

Sorry, I went with the Exxon one in Alaska, you know close to Canada. Not the one in the gulf on the other side of the continent. So why are the amounts from after the BP one the same as the numbers before it? The US has been shipping $20m + to Canada for environmental usage for almost 15 years. Why?

Do Saskatchewan farmers need to be paid off every year to not fill their potholes in so birds have a place to nest? And foreign money is used to fund it?
Actually I’m not sure what the Saskatchewan Habitat Program Protection, Habitat Management and Potholes Plus Project Protection, Other or Saskatchewan Prairie Shores Project Protection, Habitat Management actually are for but each province seems to get their share.
