What you want is a slide show app/program, but I don’t know if any can set a rate faster than about 2/second.
ETA: using a simple movie making tool to import the images as frames might be the only good solution, although it’s not the easiest. If the total number of frames isn’t huge and you can tolerate modest size (640x400 or so max), an animated GIF tool might work.
Have you tried Google Picasa?

In the past I’ve used it to assemble JPEGs into a TimeLapse movie.
And yes, Picasa has frame rates up to standard film and video. We haz a winner, I think.
