I am working my way though TNG, slowly but surely.
There is an episode early on in Season 1 called “Hide and Q”
The episode includes Q beaming the away team into a wargame. Before the game starts Q takes Riker over, and under a planning tent, he speaks on gamesmanship.
Durring this scene, Q mentions something to the effect of “It was your Hartley that once said…”
IIRC, the quote had to do with learning most about Man from games.

A bit of Googling around suggests that it’s 18th-century philosopher David Hartley, and the quote is “Nothing reveals Humanity so well as the games it plays.” Curiously, I can’t find a reliable page that links the quote and the person together.
