Someone might come along and correct me… but I seem to recall something like that, where they were contracted for X number of movies, but I think it was only Stewart and Spiner… I’m really not sure, I read that a few weeks before Nemesis hit the theatres…
That doesn’t fly. He was serving as an officer on the Enterprise-E. The script makes that very clear (the movie cut some stuff). There is no clear path back to the Enterprise from his ambassadorship. They just decided to ignore it.
I don’t remember that at all so I will have to watch it again to see.
Either way, what the script says doesn’t matter. If it’s not shown in the movie itself, it isn’t canon.
I don’t think that Sulu will be able to make any future Trek engagements, so I doubt that there will be TOS movies lined up. After all, he’s doing much better, both financially and socially, with the ‘Young Wet Bitches’ series.
