I don’t quite understand ETF’s post, but I always thought the answer was obvious: Mrs. Peel could have trounced Steed anytime, anywhere without even breaking a sweat. I thought they even implied as much in the series. Not only is she obviously the physically superior, but she’s a genius as well (hence all the episodes beginning with her discovering some new element or inventing something when she gets the “Mrs. Peel – we’re needed” card). So there’s no “if he’s prepared” debacle.
The only reason she wasn’t the undisputed leader of the organization was a combination of the British class system (he was, technically, her boss) and it was still the 60’s, and she’s a woman.
Peel, definitely. She was a major badass.
Funny Cide = steed (I should have used Secretariat)

And I agree Mrs. Peel could take out Steed easily.
She’s also quite attractive. She has ‘M’ (Male) Appeal.
No doubt the “talented amateur” could have kicked his arse. But after having read Macnee’s rather frank revelations of his, uh, tastes in those days, he would have probably enjoyed playing Steed even more had she done so.
Seriously, Macnee has said he always tried to play Steed a bit subservient to Cathy and Emma (Tara, being so young, he could not really play that way to her).
