Yes, I find it very disconcerting when they don’t go all the way up to the ass, and there’s this blank space mid-thigh. 
I used to be primarily a boob man, but then over the last few years I’ve learned to appreciate the splendour of an elegant pair of legs. This is if they’re clothed. If they’re naked, boobs, no question.
But on the other hand, naked women have my attention with anything - shoulders and the curve of a hip can be astoundingly erotic.

From a gay girl perspective, I rarely notice legs, so would put myself down as a boob girl, although bums attract my attention the most. My girlfriend, on the other hand, is legs legs legs all the way

Boobs are almost universally good. Legs are not universally good. Ergo, I am forced to devote more of my attention to legs than to boobs, when evaluating specimens for suitability.
