This is not hard, morons. WHo is responsible when the agencies fail to follow their protocols? Whose responsibility is it to hold people accountable when they break their own rules? And when your government has made a habit of falling down on the job on a regular basis, wouldn’t you have the slightest concern that it might happen again?
