What controls this? Is it a setting on my ipad or the SDMB? Almost certainly my device, but I don’t know how to stop it. HELP!

The SDMB will display this popup if it detects an iphone, ipad, kindle, android, and maybe a few others (that’s off the top of my head, I’d have to actually check the script for an accurate list). The thing is, it should display it once, and that’s it, though it might refresh after 90 days and popup again.
The SDMB sets a cookie, and checks that cookie to see if it has given you the popup. If you are repeatedly seeing the popup, you’ve got some kind of cookie issue. Make sure whatever browser you are using on your ipad is set to accept cookies. You might also try clearing out your cookies as you might have a corrupted cookie or something. The SDMB uses another cookie to keep you logged in though, so you may have to log in again.
That said, there seems to be some issues with this cookie and iOS. We had another user here with exactly the same problem. This user tried entering a restriction to block the URL of the popup, but entered the restriction wrong and ended up blocking the entire SDMB. When the restriction was removed though, the popup no longer appeared. I don’t really have an explanation as to why that fixed the problem, other than there seems to be something buggy about iOS.
If for whatever reason you can’t get the popup to stop showing up, you can try to enter a restriction for the URL of the popup, which is this:

I don’t know how iOS processes its restrictions. If it blocks on URL, that should work. If it only blocks on domain, that could end up blocking the entire SDMB.
engineer_comp_geek, could you specify the domain that is setting that cookie?
This particular complaint doesn’t affect me, but you’re doing something that MANY sites do that is really annoying.
Note that browsers these days can block cookies on a site-by-site basis. But cookies get set by all sorts of domains besides the domain that I “think” I am talking to. It happens commonly that I get a message like “This site will not work right because you have cookies blocked. Please set your browser to accept cookies to use this site.” (In fact, I always just ignore that, and most of those sites work just fine for me.)
But those messages NEVER tell me the domain from which I must accept cookies. They just tell me to adjust my browser to accept cookies. My attitude is always: Fuck sites that do that.
The cookie is set by boards.straightdope.com. It is not set by an external web site.
The iCab Mobile browser for iOS stops the Tapatalk popup when its identification is switched to a desktop browser name. Safari doesn’t offer that.
iCab Mobile has 26 choices of browser name, whether for iOS, OS X, Windows, Windows RT or Android. I set mine as Firefox 37 for Mac.
