I would have said San Antonio is southwestern, not southern, but waddyaknow, the Census Bureau disagrees with me.

The thing about the four Census regions is that there are only four of them, and each state has to be in exactly one of them. So they aren’t susceptible to finer gradations like ‘Southwest.’ It’s just Northeast, Midwest, South, and West.
Also, each state is in exactly one region, so even if there was a Southwest region, all of Texas would be in one region - no putting Houston in one region and San Antonio in another.
