This always puzzled me. Is it refering to the author Tom Clancy?

I never thought of it that way. I always assumed it was just a “goes to show you” thing, like Death’s horse being named Binky. War may be the personification of strife and violence, but he’s also a father and his daughter is his little girl.
I’ve always taken it to be a Tom Clancy reference, given how he always loves to write about warfare. Not the most subtle or clever of gags, but there you go.
