That character was basically a characature of the late Johnny Cochrane, most well known as one of O.J. Simpson’s lawyers. I don’t know anything about the actor trying to “bring back” the character. In what context? Are you posting from 1998?
For those that might be curious, “Seinfelt” is the puppet version of the popular 90’s sitcom “Seinfeld.”

Seriously, I gained a lot of respect for this actor when I saw him in an interview (as himself, of course): he seemed nothing like the character he played - I really couldn’t believe it was the same guy.
Morris was also in the late-Eighties remake of Mission: Impossible, and was pretty good in that, too. His dad had been in the original.
He also took over the role of Thurgood Stubbs from Eddie Murphy on “The PJ’s” in the last season.
