I’ve been toying with the idea of moving back to Canada.
Retired, with no recreational or entertainment needs at all, but a decent library is important.
I don’t drive, so I need a large enough urban environment (25K+) that I never need to “drive to town”. Walking a Km or so for shopping is no problem.
Modest apartment rental constitutes the bulk of my cost of living, and I’d be looking for a place with very low rental prices.
Anybody have any thoughts?

Nope – I don’t care. Hoping somebody is familiar enough with costs of living, to have some inkling about where it tends to be relatively low. I could go to Kijiji and search every city in Canada, but somebody might be helpful enough to pass along what they already know.
The +25k population, decent library and public transit requirements all seem to point to a university town.
Well, if cost of living is a factor, not Vancouver. As of today, my bulding is advertising a one-bedroom apartment for $1300. You can certainly find something less insane here, but it’s pretty high overall.
Try here and scroll down to the table, then sort by “rent index.” It suggests St. Catharines or Windsor, maybe Fredericton.
I know that Saskatchewan is booming, attracting a lot of young job-seekers, which had really been driving up the apartment rentals. Perhaps you should look for a university town in an area that isn’t booming, so apartment rentals wouldn’t be too high?
Thinking about it more, I think my own description of your search criteria is pointing to the Maritimes (Frederickton is an option, as Dr Drake suggests). They’re not depressed, but they’re not booming the way the West is. And Nova Scotia has lots of universities, so several choices there. Kingston may be another option.
Have a look at Fredericton. Low housing prices for a regional centre/provincial capital.
What exactly is low cost for rent jtur88? That will tell us a lot.
Modest in Hong Kong or London, for example, isn’t in most of Canada.

In other news, we’re dealing with the weather extremes here in southern Alberta. It’s not pleasant, but we’ll get by. Hope I can get in another golf game (or six) before the courses close.
I might humbly suggest Moncton instead of Fredericton. Rent is between $400 and $600 for a two bedroom with the higher end putting you within walking distance of a grocery store, liquor store and a downtown core with some very nice restaurants and a few bars if you are into the nightlife.
The city has an OK transit system (although I might be biased because I moved here from Winnipeg which really impressed me with its bus system), lots of festivals/street parties in the summer, close to some really nice beaches or hiking areas and does a good job of snow removal in the winter.

Thanks for the input of several of you. I have previously lived in Montreal, Moncton and St. John’s, and my sisterinlaw lived in Kingston, so I have some familiarity with those places, but not recently enough to have a grasp of their respective economies.
Hi foks. I haven’t been around much, but thought I would check in and say hello. Sitting at home on a Thursday morning, my son isn’t in school due to the teacher’s strike. So we are YouTubing old Rick Mercer reports, (my son loves Rick Mercer and at 10 years old has a pretty good grasp of the satire too,) and getting a social studies lesson.
Congrats to Mr Mallard for getting his Canadian citizenship… having met Dr Drake and Mr Mallard I know how amazing this is for both of you. And a happy birthday (early or late, can’t remember if it is before or after mine) to** Dr Drake**. I quit facebook, at least for now, so for those of you on my FB friend’s list, an extra hello!
Moncton seems to be doing well economically. The city is at 6.9% unemployment and new housing areas are going up like mad. We are also getting in a Bass Pro shop and a Cabelas within the next year. Unfortunately (but fortunately for my wallet) Mountain Equipment Coop is still not looking at setting up a store.
