That’s the part I don’t get, either - I’ve worked in many accounting departments, and there is always someone higher up who approves the expenses. Is there no one who looks at the expenses Senators try to claim and tell them this is okay, this is crap?
I think it’s that the rules are vague, contradictory and out-dated. Mike Duffy claimed in his statement that he consulted someone connected with Deloitte who told him his expenses were legitimate, for example.
The fundamental weirdness is that you must be resident in the province that you represent in the Senate. That’s fine for all the Ontario and Québec folks who can live in Ottawa/Hull and fulfill that requirement easily, but for the other 8 provinces and 3 territories, that means a lot of flights and a second residence, justifying some rather large expenses.
Then there’s the question of ‘What, exactly, is senate business?’ This is one of my questions particularly for Mike Duffy - how much of his travel was for senate business vs. fundraising for the Conservative party of Canada? (Same question for all of them, regardless of party affiliation, by the way.) In the case of Pamela Wallin, if she’s going to turn her legitimate trips back to Saskatchewan into extended round trips to Toronto, Guelph, Wadena, Toronto/Guelph, Ottawa - I start wondering why she gets to claim the whole trip instead of the price of a return ticket Ottawa to Regina.
My impression is that the rules need some clarification and tightening, then some enforcement.
The claim of the senators is just this. The rules were vague. Some of them claim they were given explicit permission to go ahead. Other senators have testified that when they asked about which expenses were valid, they were told “Senate business is whatever you say it is”. Other senators have made similar claims, yet are not being censured. Carolyn Olsen herself us under scrutiny for expense claims. Yet she gets a pass.
The rules are not just vague - they are virtually non existent.
It is pretty clear that the Conservatives in the Senate have been given marching orders from the PMO to get this swept under the rug before the upcoming Conservative convention in Calgary.
Bottom line is: Most everyone I talk to know that Duffy and Wallin are greedy pigs. Trouble is, they were appointed by Harper BECAUSE they were greedy pigs, and could act as greedy pig fundraisers for him last election.
I guess Harper thinks he’s eliminated the roadblocks to destroying the Senate; He’s proved they are a pack of unaccountable greedy pigs by appointing a bunch of unaccountable greedy pigs. Brilliant!
In that case, I don’t see the scandal - you can’t condemn people for not following vague/non-existent rules.
Legally, no. But it sounds like Harper, remembering the sponsorship scandal that launched him into office, wanted to turf these senators before the court of public opinion did him in.

A few weeks ago, I looked all over two different bookstores for Chris Hadfield’s book, and then realized it wasn’t out yet. :smack: That’ll teach me to be impatient. I look forward to reading it soon!
Well, the problem for the Conservatives is that the media got ahold of it. And the taxpayers did not like the feeding at the trough that the recently appointed Conservative Senators were doing. (particularly as Harper had made it a point to talk about reforming the Senate, then packed it with greedy pigs)
When the shit hit the fan, Harper wanted the problem to go away. He ordered Duffy to pay everything back. Duffy didn’t want to (see: greedy pig). Harper told his COS, Nigel Wright to “Fix it”. Which he did (with Harper maintaining willful blindness), by “giving” Duffy $90K in secret.
Duffy “paid it back” Harper said what a great guy he was. Story over.
But wait. The $90K payment from Wright to Duffy surfaced. Oh oh. Trouble in the PMO! Harper stood up for Wright. For 5 days, Then lobbed him under the bus. Harper claimed that Wright was the ONLY person who knew. All his fault.
Whoops again. This was a bit of an untruth. Almost a dozen people knew, including Harpers lawyer, communications chief, Nigel’s assistant, the Lawyer for the CPC, a couple of Senators, etc.
Problem was getting bigger. Harper ordered the senate to get rid of the problem. Toss the bums out. Oh dear though. Duffy, Wallin and Brazeau are not going quietly. Duffy drops the bombshell in the senate that there was a SECOND payment. This one to pay for his legal fees. Paid for by the CPC party funds which are partly taxpayer supported. Harper’s PMO boys say Duffy is lying. Duffy produces the cheque. PMO boys retreat in confusion. PMO boys produce some emails from Duffy to bolster their side. It’s pointed out that in a Freedom of Infomation request last month, the PMO said there were NO emails. Oh oh, they lied.
Harper is pissed now. Orders the senate to invoke closure on the bill to hurry things along. This is only done in rare circumstances, not because the PM is being inconvenienced.
TLDR: It’s not the initial expenses, it’s the coverup
That really was a euphonious polemic! 
Yup, that sounds like a good summary of a ridiculous situation. Greedy politicians being greedy, politicians who don’t want the public to know what they’re up to hiding things.
