I don’t see why DJT can’t change his residency, to any state where he has an apartment or golf course, at the end of the GOP convention. Criticizing him for it would be a waste of airtime.
And I think a VP run is the most plausible reason for Suarez running. Cabinet post? I’m not sure why that is better than mayor of Miami.

I agree that it would likely be trivial for Trump to establish residency in another state prior to the election. I’m also sure there’s no way in hell he would do it. Why should he be forced to change his residency? That looks weak. He’d make Suarez change residency first, regardless of the fact that he’s the incumbent Mayor of Miami.
Well if he’s under house arrest in Trump tower the question becomes moot.
There’s another reason to make a futile run for Pres besides running for VP. That is, to get national attention, so that in 4 or 8 years, they can make a serious run.
I hadn’t heard of this guy before his announcement. I’m sure I’m not the only one. Same with Bergum, the Gov of North Dakota. Not that I’m likely to vote for either, but there may be a few people who will get interested and consider voting for them in a future election even if they don’t vote for them now.
