Wait, then what does “recurring” mean? Is the OP’s distinction that once-or-twice-a-year isn’t “recurring enough” but something more frequent is?
I’m going to stick with my suggestion of the Colonoscopy topic, which seems to come up multiple times every year. So much so that I’ve compiled an extensive collection of links to them, which I’ve posted several times lately.
Didn’t you look at the examples given? Once a year is sufficient.
Like Sparky’s example, that doesn’t count per the OP’s intent.

Do the various Ask the… count?
There are recurring Cafe Society threads (with different fill-in-the-blank components) to such things as
– ID this song from “bump-de-bump-de-bump-bump-bump”
– What movie was it that had that guy doing that thing to that other guy?
– Who is that looks like ______ but is always a jerk?
Variations abound. There must be dozens of similar themes that pop up at more-or-less regular intervals.
There are also random efforts to add to The Truly Great Threads. But to call them recurring would be a stretch.
I think they’d only count if it was the same song/movie being asked for.
There have been several different people asking for an ID on the story set on a planet where it rains all the time and the sun only comes out once every seven years. That might count.
Is it my imagination, or is there an annual gardening thread somewhere?
I think we are looking for SCHEDULED recurring threads. The MMP, for instance, is weekly. You can set your calendar by it. You know there will be a new one next week.
Should we count the Gift Cards for Dopers and Gift Exchange threads? They come up every December, and are planned as such.
There are annual recurring threads for:
- 9/11
- the Rudolph the Red-nosed Reindeer Christmas Special
(they differ slightly in tone)
It doesn’t reccur, but this thread has been posted to every August since 2000
It would be unfair to overlook the great and continuing tradition of Sequential Threads, which are updated semi-seasonally.
Then of course there are threads which pop up like toadstools on an irregular but recurring basis, i.e.

Dammit! Thank you! That was actually the thread that spawned this idea, but I couldn’t remember the name of it and a search failed to turn it up. Awesome - added as an honorable (very honorable) mention.
Missed the edit window, but I just want to reiterate:
I am NOT looking for the “toadstool” threads - that is threads on common subjects that appear at random intervals (.9999=1, etc). If someone wanted to make a list of those (the Frequently Posted Topics list) I would contribute ideas, but that’s not what this is supposed to be.
Also, Tapioca Dextrin, I missed this:
There’s already a sticky for those in this forum. Idle Thoughts put a ton of work into it. Also those don’t tend to be recurring (although some subjects might, but not on a schedule).
