It’s an Executive Order, not a law (at least, that’s how it’s characterized in the headline). But I’m not well-versed in Indiana’s legislative protocols. Do gubernatorial EOs need to be endorsed by the legislature?
(My point being that passing would appear, at first glance, to be immaterial.)
First, it’s an executive order, so if he signed it, it “passed”.
Second, the headline is overly dramatic and somewhat misleading. His EO dies nothing to the budget now or to any part of the service. It is an EO to form a committee to evaluate the best processes and the right approach to deliver quality ABA while cutting down on the improper payments.
Now the outcome of this committee may lead to reduced access or coverage, but nominally it’s just a committee to find solutions to a real financial problem.
