That isn’t what your link says. One criminal who may not be well-put together psychologically or may have been high, and one man carrying a goose, not Haitian, not in Springfield.
I’ve seen white people in psych hospitals who ate batteries. That doesn’t suggest they were breaking into houses to steal batteries to eat, or that this characterizes white people.

If people have been caught catching and killing Canada geese this is definitely a crime under the Migratory Bird Act. This is not however the same as someone catching and eating a dog or cat.
Eating geese or ducks is completely normal. Eating dogs or cats is not.

I said I don’t know if it is Haitians. I simply pointed out there are signs of social decay that the politicians tend to ignore. There was a separate incident of a man eating a human leg from a train crash in California.
Also, Springfield is a 47 minute drive from Columbus.

Crazy people doing crazy shit is not a new phenomenon by any means. There was a Frenchman in the 18th century who suffered from an unknown disorder which caused him to be constantly hungry yet unable to gain weight and was once credibly accused of eating a live human baby.
So as a current Californian (though nowhere near Wasco) I had heard of this one. IMHO it is not a sign of ‘social decay’, rather it is the sign of a drugged-up loon. This guy wasn’t sitting down in front of a campfire roasting a leg on a spit, nor was he hunkered down in a feral state gnawing on it like a dog with a bone. Instead he walking around, banging the leg on things, seeming to bite it from time to time and yelling at people. He was found with drug paraphernalia and charged with drug-smuggling. Dude was just off his nut, not desperate for any meal he could find. We have always had and will always have the occasional person that is completely bugfuck nuts (either inherently or while under the influence or both).
People have a remarkable tendency to have rose-colored glasses on about the past. They tend to think things were somehow better “back in the day.” Largely, they were not. They were just fucked up in different ways or to different degrees .
I find even some of my fellow travelers on the left are guilty of this at times. For example IMO the right is not necessarily more violent that it ever has been, it just might possibly be more aggressive than it was in, say, the early 2000’s. I mean in 1925 the governor, half the legislature and ~30% of the male population of the state of Indiana were members of the KKK. Back then nobody was labeling lynchings ‘domestic terrorism’, though that is exactly what they were and in the 1890’s were hitting up to 400 a year that we know about.
One can argue that our current higher level of societal polarization ironically exacerbated by our massively better communication systems, is a form of decay. But, eh, polarization goes in waves as well and the United States has seen a number of such periods as the folks getting hosed, attacked by dogs and occasionally murdered during the Civil Rights era can no doubt attest.
I think a much better sign of social decay is that the internet is full of people who spend time and energy promoting manufactured bullshit and arguing that it reflects reality.
