I think Putin is baiting trump to see how he will react to this.
Could be Putin giving Trump a chance to “act tough” right before the election. Putin may even back off, willing to look weak for a brief moment to help Trump win.
Or Putin told Trump to do this to make it look like Trump’s not Putin’s butt boy.
My uninformed WAG would be that maybe Putin owns trump so much that the Russians feel free to complain and call out things like this that used to be standard practice. Like a cowed dog who gets yelled at for making the slightest whimper, when it used to bark with impunity.
