I guess his comments like that are meant to confuse his base? That’s the only thing I can figure because they wouldn’t notice the hypocrisy of trump demanding that Biden be tested for dementia and drugs and be searched for ear buds while refusing to release his own tax records. And of course he would refuse to be drug tested himself .

Bureaucracies like the military are so massive that most of it functions on its own without the president directing its day-to-day affairs. It’s just too massive for one person to control single-handedly. I don’t think a president would want that responsibility. Trump is involved to the extent that he has to be, so I am certain there’s plenty that happens under him that he’s not directly involved with.
My point is that while Putin is undoubtedly influencing Trump’s decision-making, Putin’s overtures are probably influential insofar as Putin makes specific concerns known to Trump and his immediate aides. But the military is still otherwise going to defend what it has for decades recognizes as our national strategic interests, and they’re probably going to use the same “playbook” they’ve always used until they are specifically told not to for some reason.
