It actually wouldn’t surprise me if they did do it on purpose. Not specifically because they wanted Trump to lose, but because Trump had been pushing so hard to get it done before the election that if they released it earlier it might give the public the impression that they caved to pressure and were releasing it before it was fully tested.
Ironically it may have been Trumps efforts to engineer a last minute policy victory that caused him to lose it.
