Not to say that the border isn’t having an emergency (of sorts) but between the December crash and (assuming this comes), it would be a pretty amazing use of the Presidency to execute a few Pump and Dump schemes. (Or, in Trump’s case, “Deflate, wait for resurgence, and dump.”)
As to the actually DHS emergency, I’m sure that their crisis will be handily averted by being asked to shut down the entire US/Mexico border, at the same time as dealing with their overcrowding issue. :dubious:
