We’re talking about Trump supporters. So we can assume a large portion of them are thinking you can’t trust anything those lying Africans say.
The usual procedure is “pass ID check, pick up baggage, pass customs check”; some locations where large luggage is rare have the ID check and customs check in a single spot after picking up baggage and boy do they glare at you if you have too many bags. Depending on the location, either or both of the check zones can have two lane-streams: one for “citizens or equivalent” and one for “foreigner for real” in ID, one for “traveling within country/customs zone” one for “traveling from outside for real” in customs.

The New York Times ran an article on Michigan residents who support Trump even after the “send them back” comment. One said, “They happen to be black or colored. But I don’t think that viewpoint is a racist viewpoint. I think it’s — quit the bitching, if you don’t like it, do something different about it.” You mean, like participating in the political process? Does serving in the US Congress not count?
That article is from August of last year.
Specifically, at O’Hare, you exit the plane, go through passport control (where there are separate lanes for US Citizens, US citizens with Global Entry, foreign nationals, and I believe one line for diplomats and crew), pick up your checked luggage, and often just walk right out the door. There are CBP officers at the exit from baggage claim who may ask to look at your docs, question you, or might ask to examine your luggage, but I can’t remember the last time any of them showed even the slightest interest in my luggage.
Of course, I’m a grey-haired, blue-eyed, white, middle-aged man. Your mileage may definitely vary.
Imagine for one moment Obama uttering the following sentence, and how much outrage from the GOP there would be:
“Then I have an Article 2, where I have the right to do whatever I want as president, but I don’t even talk about that.”
And then realize that Trump actually said that this morning.

Article 2 says, ‘The executive Power shall be vested in a President of the United States of America.’ Trump and Barr seem to think that since the president is the Executive branch, then the president has all of the power.
Except ‘Power’ means that the president has the authority to execute laws passed by the Legislative Branch. It doesn’t mean he can make stuff up.

Perhaps Trump hasn’t read all the way to Section 4 of Article 2. “The President, Vice President and all Civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other High Crimes and Misdemeanors.”
It makes no sense that the Constitution would say the President can do whatever he wants, and then specify a mechanism for removing him from office.
I’m only familiar with Dulles in Virginia. But coming off the plane, there is a CBP checkpoint where they scan your passport and ask questions and whatever. This is before you get your bags. But they decide, right then, whether or not your bags get extra scrutiny (before you get your bags). They would make some mark on the customs form that told the additional CBP personnel whether or not to check your bags.
Now that I have Global Entry, I don’t have to deal with standing there and watching a CBP official go through every single photo I have on my camera. In any event, the only airline personnel around are the flight crew who are going through the Global Entry/Flight Crew line and getting out of there.
