When the Forces of Darkness hold the Presidency but don’t have a firm grip on Congress, then the Executive branch is clearly sovereign above the others, and always has been, because the Constitution. When they’ve got the Congress, but not the Presidency, it becomes perfectly clear that the Executive branch is very sharply curtailed and controlled, and that has always been true, because the Constitution.
I sometimes wonder if Trump announces these kinds of harsh policy changes to conceal his rage and embarrassment over being publicly rebuked, as he was by Denmark.
