Because there was so much other crap going on this week - I missed this: HUD decided not to distribute relief funds to Puerto Rico. They did what they were supposed to do with the other 17 states that were getting relief funds - just not PR. Because… they had a choice to do something not blatantly in defiance of Congress, the Constitution, and separation of powers and decided that it wasn’t on brand? I don’t know.

Not really. Ties are almost mandatory, so most every guy in a suit wears a tie (or a bow-tie for penguin events) and it’s a fashion statement to sport anything else. Hats have mostly fallen out of fashion so it’s a deliberate fashion choice to wear one at all - and since anyone with even a pinch of sense knows all of the fancy-assness of hats belongs with bowlers… (Yes it does. The mischief is happening right now — the several thousand voters who (you never know) might make all the difference, who are newly energized now by there being a criminal investigation of investigators.
Continue investigating until anything is found, a lá Benghazi.
Or rather, continue investigating even after concluding there is nothing to be found.
