If Wyoming ends up with more equipment than they need, hey, they can just sell the excess for an excess to whichever other state needs it most. Or at least whichever can make the highest bid. It is another delightful way to get even more money flowing to the red states (which generally tend to be less populous) from the blue states (which are more likely to have greater need).
