If my math is right, he could have given every full time worker in the us a little more than $3,800 each for this amount of money, assuming 130 million full time workers.

When asked about it afterwards, Mike - who suddenly has a big thing now for eye contact - tried to foist something specious about how he’s tested frequently, which apparently has granted him superhuman immunity in those petri dish environments so he can elbow-rub his way into reassuring the base that all this corona stuff should’ve blown over by now. Even if he’s tested daily, the entitled religiopath has been non-social-distancing, maskless, prior to entering the Mayo, making him, hmmmm, a scumbag vector.

Congress puts money in the purse, and since Republicans control the senate, they can use their power as leverage to determine how much gets put in, and how it’s supposed to be spent. And then, the executive branch decides how it’s spent (and who gets the goodies, and when).
