Sorta. You know, the Administration might have somewhat less trouble with exaggerated claims if they started responding to media requests for clarification before publication:
Of course, despite Spicer’s hypocritical complaint, the Administration isn’t actually going to start responding to media requests for information and clarification prior to publishing. What they want is to stonewall news organizations in the hopes that they will publish erroneous claims, which the Administration can then use to discredit the media as “fake news”.
Due to the Administration’s own absolutely abysmal credibility levels, though, this tactic doesn’t seem to be working reliably on anyone except Trump supporters.

Even though this may not really happen, there certainly IS such a memo (despite the cries of “fake news” from the usual sad little muppets)
The reporting is quite clear and factual:
The memo absolutely does exist, and the memo is being reproduced absolutely faithfully by the media.
It is a fact. Nothing about this memo is “fake”. It is a real thing. It exists.
Now, it may be that Trump *will not * mobilize 100,000 national guard to round up and deport people. This may not *actually *happen.
But those fucking idiots out there who are bleating “fake news” are completely and utterly full of shit, and they know it.
Section D considers using the National Guard as a supplemental force.
Since California alone has roughly 23,000 service members, it’s not unreasonable for 100,000 to be available from the 11 target states.
If one reads the original reports, what was leaked was a document that basically amounted to “hey, here’s a thing we could theoretically do.” That’s not fake news, it’s quite probably true.
Government people write “plans” all the time that are just trial balloons and what-ifs. It’s perfectly believable that someone in the administration considered this.

And the best part of it is, Trump had already been bragging how he “appointed” a smart guy, a genius. Appointed, as in he decides and that’s it. Like a king or something.
I guess this smart guy really was smart. A retired Admiral, now a senior exec with Lockheed, who just doesn’t need this shit.
I won’t be satisfied until and unless several go to federal prison, for their part in “RussiaGate” and the cover-up. And not flunkies either. I want the “big boys” to go to Leavenworth, not low level fall guys. The Representatives, agency heads (Comey anyone?) and Senators.
The memo is REAL.
And it’s also quite possible that the White House leaked it itself, as a trial balloon. Its a win-win: they can gauge the reaction and also rant about the press leaking fake news.

It refers to the 287(g) program. That’s a 1996 law that allows certain state officials to act as immigration enforcement officers once they’ve received the requisite training and if they work under the supervision of an immigration officer.
There is nothing in there about “100,000 National Guard troops”. And there is nothing about “mobilizing” anyone (you do understand that when US Government “mobilizes” National Guard, they are becoming US military, right? And US military cannot be used for law enforcement inside the United States. You realize that, right?)
The Nat. Guard, if they are used, would be used voluntarily by local authorities to cooperate with the Federal Government. As in:
“To maximize participation by state and local jurisdictions in the enforcement of federal immigration law, I am directing the Director of ICE to engage with all willing and qualified law enforcement jurisdictions for the purpose of entering into agreements under section 287(g)”
Yet AP saw that and faked up the “Trump administration considers mobilizing as many as 100,000 National Guard troops to round up unauthorized immigrants” headline.
