It’s not a made-up term. Interim clearances are given somewhat routinely in the military and national intelligence/security agencies for people just starting in a position needing this clearance without having one before or having a prior lapsed clearance. The process and investigation for just a Secret level clearance can take several months even though it is a relatively low security level because of the backlog. The process and investigation for a Top Secret/SCI level clearance is much more in-depth because, among other things like the backlog, it involves an in-person interview and multiple references for the person seeking the clearance who are contacted and interviewed also. Interim clearances are given when it is not anticipated that there will be any significant issues that will arise with the full investigation and a basic background check has been completed, so the person will not be waiting in limbo (and not able to work) for the better part of a year or more while the investigation is being completed.

Yeah, I’m aware of all that, and I’m also concerned about the implications of his rhetoric, but I don’t agree that justifies extrapolating from “to brief him on economic sanctions against North Korea” to “briefed the President of South Korea on Trumpy’s plans for war with North Korea.”
True, but remember that our premiere diplomatic envoy Ivanka Trump was dispatched to brief the President of South Korea. She might get mixed up.
