On his show last night, Lawrence O’Donnell opined that it was Kelly, saying it’s pretty common in DC for the guy who howls the loudest about the leak to be the leaker.

It’s a billion dollars for “border security”, some small portion of which involves fencing, none of which can be constituted a “wall.”

I agree. My belief is that Kelly is cementing his regency powers. He’s gotten rid of Jared, or at least Jared’s ability to participate in most meetings, and therefore lessened the influence of Ivanka. He’s gotten rid of Bannon. With McMaster’s ouster, Kelly has gotten rid of pretty much anyone who could interfere with his own plans for the exercise of the Presidency (through the easily-manipulated Trump).
Time will tell, I guess.

You may be able to enjoy him for much longer than you think; he doesn’t strike me as being likely to be willing to give up power just because of a silly little thing like an ‘election.’
Many commentators have noted Kelly’s disdain for governments run by civilians, instead of by the military. One widely-read piece ends:
