IIRC (and someone, please correct me if I’m wrong), placing the money into escrow was required in order for him to pursue appeals of the decision. Now that those appeals have played out, I’m not sure that there is anything further that’ll prevent Carroll from being paid.

ETA: Just checked. The other case is still under appellate review. I think he had to lodge the funds with the court to go forward with the appeal in that one, too.

Sure. He could buy a court bond. He wouldn’t buy it from Dog the Bounty Hunter, but there are respected and legitimate court bond surety underwriters who would be happy to underwrite such a thing.
But here’s the thing: no legitimate and respected surety underwriter will underwrite such a bond unless they are absolutely sure that they will never have to pay out on it. That’s the nature of surety bonds: “If we have to pay out, we will, then we will subrogate against the party who caused our loss.” Surety companies can make the Mafia and its extortion rackets, look like amateurs.
