This is actually the usual practice for commemorative coins. While some are issued for circulation (e.g. state quarters, Presidential dollars), most are sold at a premium, as both proof and uncirculated. The real question is how many will be sold. I expect Trump or his minion will order an exceptionally large minting and most will end up unsold in the Treasury Department’s vault.

The ship is designed for balance and buoyancy. You cannot just relocate a massive structure like the ship’s island without greatly affecting those. As for the EMALS, it was new technology, so of course there would be problems with it. The Navy now says EMALS works well and, get this, saves money.
