You’re getting closer. It IS said by someone instructing people in a dance move, but not him.

This exact quote is definitely from Doctor Who as said earlier. However, I’m pretty sure “reverse the polarity of the neutron flow” has been used as a generic meaningless tech phrase on a couple of other SF shows too.
