my family just ripped the roof off my sisters house, and added two floors to an existing 1 story ranch style house.

For a while I lived a new development in Herndon VA, and while they were blasting to dig out basments for the new homes it sound and felt like how this is described. They’re probably blasting very deep into the bedrock.

Bomb shelters are passive defensive measures, dangerous to no one. I can’t see that it is in any way a bad sign.
Actually, it would be a GOOD sign, if that’s what’s going on. (I’d say the odds are better than even that it is some sort of hardening of the facility.) And because an attacker’s calculation of probable success is going to be much less certain, he may not initiate any action at all.
Unless I read you as suggesting that the US, and the Vice President himself, may be planning to start a nuclear war, but HE plans on living through it.
As a resident of the general neighborhood, I am all for strengthening as many government facilities as we can. Even if my house doesn’t get a bomb shelter, I’m still a helluva lot safer when the possible payoff to our attacker is that much less. You follow?
